Only time will tell, but I see PW moving and being replaced by a finance guy as a suggestion (only that unfortunately) that a target has been identified and they need to look for the best way to finance it.
Caution - only one of several potential explanations. One thing is for sure - PW is the king of P&D and he does have a lot of followers.
