Re read the announcement, it's a heads of agreement not a binding agreement.
Everything in the announcement is in future tense, i.e this is what will happen.
It would appear it never happened.
Yes Zno should either have confirmed a binding agreement was signed or walked away from via an announcement to the ASX.
Regarding approvals. ZNO products are used in a wide range of applications each of which will or will not require registration / approval in each market.
