    Maybe there have been negotiations going on regarding this site and that is the reason for the delay in announcing port allocation.

    If negotiations were ongoing and nearing conclusion, the MD would have been precluded from buying stock. He has been buying stock like crazy for more than a month now.

    Interesting pickup on the quarterly though.
