From that graph, Cobalt has been in deficit since 2013, with the deficit projected to rise each year until 2025+. Either supply has to increase very quickly (which it won't) or the price will have to rise. As a miner, you really want to be in production as soon as possible, ideally before 2020 - 2021 to maximise the cash generation of your deposit.
