Mike has said numerous times that all the necessary State and Federal approvals are in place. That may not be the case for the other company that you mentioned.
Politically, we read that the then in-coming State Labor Government had received advice not to hamper VMY's approvals due to potentially massive compensation claims resulting.
Having said that, I believe that VMY's approvals have a life of 5 years, so the clock is ticking.
