gttrain- you say your local Woolies charges for trolleys due to council requirements.
could you please tell us exactly where this occurs, as i myself think you are residing in a very "bad" part of town for the council finding it necessary to take control of shopping trolley legislation.
also, Aldi charges trolley fees without exception, regardless of neighborhood. WOW has no such bylaws in place in "normal" type suburbia.
in other words , it now is fairly obvious you are living in an undesirable location and your views should be treated with the utmost of caution.
i myself have put you on Red Alert. just ask MD.
