Due to the proposed rampup of operations exeeding the the scope of the extractive industries quarrying license the initial shipments were made under.

The company then referred their proposal to mine 1.2 million tonne per annum over 6 months to the EPA who determined that the referral should be assessed at the PER level. They had initially planned to appeal but later accepted that level and changed the mine plan to 2mtpa.

Just recently (10 Oct) they withdrew the application to mine at Bindoon entirely, focussing on the recently discovered prospective areas of Fortuna and Felicitas etc.

Grade of bauxite was never the issue in the shipments; if you look at their announcment dated 13 Nov 2009, the quality of the bauxite actually exceeded contract specifications.

I suggest you jump on the company's website and have a read back through their annoucements over the last few years to gain a better understanding of their history. They have archives dating back to 2007.
