If you go to an auction, would you put your best price up at the beginning of the auction, or the lowest possible bid just in case that you will get what is on offer below what you are prepared to pay for ??

After all, why would you think that Shell (AOE) reserved the right to match or just better it by a little more, if someone else comes in and lobs another higher bid ?

IMO, Shell are just trying their luck here by throwing their hat in the ring in the hope that they will get away with it.

And the per Gj offer, is way below anything else previoulsy paid for anything. Disappointing IMHO.
