Shell are well reknown for being stingy and absolutely tight with their money during takeovers. It would not be the first time from what I know, that they fail bringing one home.
After all, if you are to think about it, when they did the first move on AOE they failed dismally, and somehow, at a later stage/date they got the next one through, but not without first giving in on a few things to sweeten the deal a little.

It is up to our Board to do the same and go in and bat for us for a better deal not just roll over. Otherwise, unless someone else jumps in, we are gone.
