Of course it is relevant how long they have held it for, and that they did nothing with it for decades, of course this is relevant !
Even the work they did in the past few years still means nothing. They are not producing, they are not close to producing. They should have worked these tenements decades ago, before the green bans.
They have not done as much as they should have (or as early as they should have) in the NT.
