They started the majority of the center 12 months ago, It Is Tied Into The Plant, It is called Economic Infrastructure (definition below below). It was another way NTU saw that they could get some easy free tax payers dollars for their project.

The last presentation that I have seen this mentioned in was July 29/2018
: Northern Minerals has partnered with The Wunan Foundation for the establishment of an $8.1 million indigenous training-to-work facility at Browns Range.
: The Federal Government, under the Building Better Regions Fund (BBRF) has provided funding of $4.8 million towards the programme.
(they cant even spell program right)
: Construction of the facility will commence soon, $1.3 million received.

It has been a beef of mine the way that NTU have promoted the TW2 it in their presentations and news print, since it was announced. They sell it like, "look at the good work we are doing for the indigenous community", absolute BS. IMO the local indigenous people have been screwed over with this pilot plant, with all the big promises that had been made to them regarding royalties and a 20% workforce with the original full scale plant, that was so called planed.

I have no doubt that some local indigenous have been employed, I do wonder as to how many.

Of course all of the above is IMO.
