This is just my opinion, please DYOR, I'm not an advisor nor an expert, etc, etc.

It seems they were going to open a mine (in Finland?), they didn't thanks to the GFC, and now they're sitting on the cash waiting for the right opportunity. I'm guessing the price is stagnant because there aren't any growth prospects until they do something with the money.

If you read the announcements from Mar/April this year they should cover it.

Again, this is just my reading of the situation.
