The last cap raising in Sept 2010 gave the stock away at $3.13 and it didn't come down anywhere near that amount after the SPP closed - in fact over Sept/Oct it was in the $3.50 range. Everything else being equal, this looks like another very good buying opportunity for TSE, and if history is any judge it will immediately be in the money.
