I cant figure this out either, except that perhaps the time taken to confirm the new orders is still well into the future so no urgency to buy. The big hurdle is for a confirmation of the original 52 ship order with ASB winning half the overall ship orders.
Likewise with the OPV decision. Seems OPV will be a huge win for ASB but looks like Govt could take most of this year to decide winner from the tender process, also the highly political decision to build some OPV in Adelaide and some in Perth complicates the process.
I am quickly learning that what I thought was a positive (Govt as a customer) is a real negative.
I cant figure this out either, except that perhaps the time...
