I certainly don't trust Morales.

Should the silver price really surge, as I am very confident it will, what I think will most likely occur, assuming Morales doesn't take over the projects and instead lets companies mine them, is that Morales will set some random silver price plucked out of thin air such as US$15.00 which the companies get and every dollar above that automatically goes to the Government or is taxed at 90 cents in the dollar.

That will of course kill off their leverage to a rising silver price from any Bolivian production.

I certainly don't believe Morales will let the mining companies make super profits.
