    But where are the implementation guidelines promised for the CBEC changes? Changes announced in August, yet no detail for companies to implement and make changes. It will have to be delayed, otherwise Xi's message today will be shown to be complete hypocrisy regarding open, transparent and fairness to foreign companies.
