The only reason that I can come up with is, is that a few think EFE is a goer, but not enough to actually move PTS. Assuming good anouncements from EFE, PTS should eventually be re-rated.
To me, PTS is a very low risk stock due to the support of its share holdings in other listed stocks and the outsourcing of driiling cost to JV partners. That is the PTS model.
As previously posted, they have numerous JV's were drilling is currently happening or about to start.
