We don't get all the short position info, shortman short figures and ASIC short reports don't capture all shorting activity but i think its the best data we have. The AFR doesn't have it in for CTD and the AFR makes money from its readers not CTD and therefore logically grows revenue and market share by reporting info and data thats not commonly available like this apparent new shorter it describes and as investors the more info we have the better chance we have of making money or minimizing losses, the AFR is doing a good thing for retailers by giving us info we wouldn't otherwise be able to see clearly.Heres a link that explains a bit about shorting, disclosure requirements and why longs lend out stock etc. I don't know what this Roger Montgomery fella is like but this article of his explains things quite well.
