    It's much simple than that!

The society has and always will find enemies.
Whether it's different race, another country, group of people, etc.
When society is encouraged to focus on external enemies (like communism, WW2 enemies) or internal division (black people, different religions)it stays coherent society.
If not, it finds another enemy: political party, government, social or economic division, ideas to oppose, etc.

I can't see how that can be overcome as it's part of 2 crucial and governing human behaviors:

Tribalism (distrust of others and putting your own group over others at any cost)
is also the crucial behavior that governs us to feel empathy for others, be social, try to please other members of our 'tribe'.

Can't heve one without the other..

Tribalism, hate, oppression of others, etc is also crucial human defense mechanism.
It forces human beings on focusing on external 'threat' instead of focusing on itself.
It's basically what's stopping a person from jumping of the bridge by refocusing our minds on a threat that's a lot of the times just fabricated by our own brains.
That's why these things flare up at times of personal or group distress.
The wars follow economic problems because people need something to blame. And that's always a perceived threat from different 'tribe' (defensive mechanism)

It's stuff that's engraved in our DNA and we can't function without it. Unfortunately
