I was under the impression it is 20% before they have to launch a takeover bid.

Remember the first Takeover offer was made on the basis of Dingyi basically buying 100% of the shares at 66c. Now however with Dingyi nearly owning 20% at just over a 20c average they have saved a lot of money already!
