watso recalls that the Australian government (forget which government started it) - but they would block sites - and nobody would know which sites were blocked .. from memory, someone released a list of the blocked sites at the time..

ostensibly the blocked sites were supposed to be porn type stuff - but once the government can block sites - then they will block any site that they do not like - porn or not .
