Institutions and Brokers can do this, thats the problem with the Australian market, the Brokers and the institutions just sit on the merry go round and do stuff all real research.
Glaucus on the other hand scan the global markets for businesses that dont look right, generally businesses that have relatively fast growth and the metrics are off. Then they dig, they read all the reports, looking for inconsistencies, they then do independent checks, etc looking for the businesses that are structurally flawed (or in the traditional short sense, over valued).
Every day, institutions / brokers issue different target prices for shares and make buy/ sell recommendations based on their research. Its just that Glaucus look at a businesses and say, nah, over valued AND i'll put my money up and bet that it will go down when you shine a light on it.
You too can invest in short positions, most of the brokers can assist you from memory, or if your a DIY person, have a look at the warrents market.
