A lot needs to happen for CYL start a mine in 2019. Land acquisition (which will involve VCAT & High Court, these two things are a long drawn out process and will be a battle given the locality). Feasibility & Enviro impact studies, mining application, infrastructure design & build, some where to process the ore (either a pre-existing mill or new one, new ones take a year or two to design, plan & build). Just the infrastructure for a greenfield project can take two years to be built and erected on site to a standard that allows a mine site to function from.
