I almost agree but I believe VPE will make a move on ITC when cert. process is more advanced but with agreatly improved VPE sp it will be mostly a script offer & VPE wont give up the csg assets for afew years yet - & a factor that may be relevant - Peter S. , the analyst who is close to the action cmmented in Feb re ITC "...illness of the chairman is a concern... "
