What I cannot grasp is why ALP's Rowland echoed Mathias Cormann in saying write down decision not a decision up to government.

If the country goes bankrupt, a distinct possibility on present course, the receiver (World Bank? Xi Jing?) will put a negative value on NBN, but Conroy and Rudd won't be claiming credit.
