Article seems more like a criticism on Penn then asking it to "emulate" south korea. In terms of "pipelines" Yes, we don't produce as much IT grads, but we do have people like Atlassians, local born and breed IT company. There are many other examples. I think its just a simple case of Penn wanting to get the cheapest resources it can from India. In many ways, I think that was the point of the article, that TLS has not really tried and encourage/exploits local talents. This is also one of the criticism I've noted in the survey, that they would rather "sponsor" none tech stuff then encourage further innovation in Australia. I really hope the chairman/board will take note of this.
