I have actually looked into this and the best way to look at it is that by pushing media closer to the user eliminates congestion on the wider network and also increases the speed at which the media arrives at the client. For example Netflix have an OCA system where they push their media to local data centers in Australia, these newer "distributed data centers" in old exchanges would further close the gap and both remove congestion from especially streaming services that are the highest growth component of the network and also improve the Telstra scores from these streaming providers.
A very popular internet stream could essentially be pushed to a local network data centre and be provided directly to a smaller footprint of homes which avoids many duplicate streams travelling on the wider network. It would likely all be driven by algorithms that rank streams by popularity and push the most popular downloads closer and closer to the client.
It would also be beneficial for Telstra to institute a "streamer score" and rank streaming providers by the speed TLS can deliver their content to users which would encourage streamers to rent space on these distributed data centers to improve their scores.
