If "RM gets this off the ground" without a DFS in my opinion it will be a miracle, but this type of miracle appears to lie outside RM's area of expertise.

However, given RM's known expertise, I conjecture that there will be an off-take agreement, but it will be in essence in name only, and not executed unless and until there is a DFS; traders should reflect on the effect of recent upbeat announcements when making trading decisions.
