Yes, the central government is the substantive in the decision about mine concessions but Central Goverment mission is only recopilate information and resend it to Navarre and Aragon.
Central Goverment will do what local goverments want. It is only an actor but legally the decission is of the central goverment according to our laws.
About the citizens is more easy to hear them and no try to believe what a website says. I live close to sanguesa, 8 kms.
