Seems like the rights issue did not go very well with only about 30% applying. This means that the original (larger) shareholders did not put in much money. The two funds which hold about 50% of the shares did not appear to take part, none of the directors took part (except for one), and I'm sure that none of the people who took part in the last fund raising round (they bought in at 26.5 cents) took part as well.
When the larger shareholders and Directors (who know more about the company than we do) willingly let themselves get diluted, then it's probably a red flag.
