Maybe the fatal flaw is the inability to attract sufficient funds to develop the project, this has cause things to be drawn out over and extended period(penny pinching) and are now starting to hit the wall of not much more can be done till the serious $$ arrive. In hindsight, back when things were booming and RWD was over $2, they company should have raised a couple of hundred million and been done with it.
So it all comes back to management.
