Q2 & 3: I got this in an email response from PEN mgmt regarding a similar question

"we periodically enter into uranium purchase agreements to supplement deliveries from production at Lance. Summary information of any purchase agreements entered into are typically described in our quarterly activities statements, with the June 2018 statement scheduled for release in the second half of July 2018. In summary though, we are not exposed when uranium spot prices increase."
