As a person working in the industry that uses imagery, these super high resolution photo with high oblique angle is hardly useful if at all. It doesn't allow user to do any kind of analysis or any kind.
It would be another story if this camera could be mounted on drone/planes. Either way, NEA could always just purchase these camera and mount on their vehicles anyways.
