dont know why you would think they are suss just because it goes up.
shoulda filled up like the rest of us, this was only a matter of time, buying was becoming very difficult due to lack of supply so if someone wants to buy a decent chunk it's going to raise the price.
Look at the last substantial holding notice, over a million shares purchased, volume has been tiny, for all we know they were loading the sell and then supporting the SP at 15-16 while people sold into them, then people stopped selling so they raise the price, hopefully they havent got their fill yet and continue to buy again now at a higher price.
