I was down on the Eire Peninsular in early April this year and was told by a local landowner (near the coast) that a mining venture (IRD) was buying up land so they can build a loading port and a railway facility for the mine that's in the planning stages. Seems the mine got its approval. Don't know about port and rail facilities yet. Perhaps that's part of the gambit, have a efficient (low cost?) operation to get the stuff to China. I have no opinion or expertise to say whether its going to be low cost etc. I would have thought building a railway and a loading facility would take very deep pockets indeed, but perhaps that's where the Chinese banks come into play.
