The rewards might not be excessive if he does "pull everything off and provide significant shareholder value" - though what if he doesn't?
It would be better to pay a more realistic salary for a company in the position/life stage of Axiom and provide him with an incentive based on success via options - ofcourse he may/probably is already be in receipt of an option bonus in addition to his generous salary.
I have only had a peripheral interest in Axiom since I sold my shares and so have not looked at the accounts recently, the last time I did y/e 2016 the salaries/management fees etc were out of all proportion to what you would expect for a company essentially doing nothing while waiting / applying for reissue of licenses.
