In 1984 the Leigh Creek Coal Field was reserved from certain sections of the Mining Act through proclamation by the Governor of South Australia. Since this proclamation the Leigh Creek Coal Field has not been subject to licencing under the Mining Act, and Mining Tenements cannot be granted over this area. The existing right to mine at Leigh Creek is limited to a person who operates or will operate the Northern Power Station at or near Port Augusta or a person approved by the Minister on the nomination of a person who operates or will operate the Northern Power Station at or near Port Augusta. This is stated in the Electricity Corporations(Restructuring and Disposal)Regulations 2014 and the Electricity Corporations Act 1994.'
