Since you asked MM, my interpretation is that LCK need to have drilled 5 wells by Nov 17 to meet the PEL conditions. Not doing so would be a valid reason for refusal of the next licence application. I cannot find a record of any subsequent condition changes. I'd appreciate your thoughts when you are feeling a little less dull.
