You forget that South Australia is a notoriously Green state and in politics you can NEVER rule anything out.
I don't want to sound like a nark, but to my mind the political risk is without question why the share price is so low. 50c+ easily without political risk. I know quite a few investors (big fish) who won't touch this thing because of that risk. 
Always remember, if something were to ever happen, the value of this thing goes to zero.
