It's 15% of issued capital. They still have to announce they've done it though, before you see the 3B and the actual shares issued.

Either way, this wasn't a 'dump'. People were buying.

The TH will come in after a price/volume query if the company has something beyond a no or n/a. This is not common but happens. I've had one stock recently where they chose a TH because they were about to receive assay results (didn't have them at the time) and believed it was prudent to suspend trading until they were received. They thought they needed to look at whether there was a potential leak before responding. It's good management in my view.
