Administration means anyone can buy the company for any amount.
Administrators do not wait for trade receivables to be paid.
Trade receivables may be sold at a discount. This is where cashflow companies come in. They pay 80 percent of value and may pay rest as full amount is receieved.
This is for 30 day to 90 day invoices. This is not for 6 to 12 month style of IOUs subject to conditions.
So $10M could be worth $5M or less.
