With ~30kt of concentrate import 2018, say 20% NdPr, safe to say China is a net importer.
Even cursory monitoring of Chinese expansion NdFeB production, and now PMM, would suggest what little NdPr currently exported will dry up quickly next year or so.
China has regulations in place to stop/control the re-export of REO processed from imported con, a fact that led to Lynas abandoning plans to locate LAMP in China a decade ago. They've relaxed that a little recently but looks more a honeytrap for concentrate lemmings as it completely neutralises their inherent control via established process capacity.
Japan, and therefore ROW NdFeB, is dependent LAMP, just as Lynas is largely dependent Jap NdFeB.
