if sales have fallen 40% as you say and prices haven't fallen a lot then it means that
a) buyers aren't buying at the prices ie they are waiting for them to drop
b) sellers don't want to drop their prices or have a need to sell at the prices being offered
so there is a stand off
like when a gap forms on stockmarket. Buyers wait and sellers wait
some companies put property up for sale but they may not have to sell them
if a seller takes a low price and gives in the whole market will collapse I reckon
