Some of the submission requirements for obtaining the permit include offtake agreements, feasibility study and a list of expert project staff. Perhaps it explains the early hiring of staff, if GMC are already in the process of applying for the permit?
They've already ticked off a number of the required documents, but I think the big one they need is a recommendation from the governor or local authority - which appears to be the DKPM in our case (Department of Mines and Energy).
Purely speculation, but I would think after 2 years of failing to get a manganese project off the ground in Kupang, the local authorities would be doing everything they can to speed up the process and finally see a successful producer. It should be no issue getting this recommendation, and hopefully also the smelter license / export permit.
