They can sell ore that has undergone some processing. To sell ore that has not been processed they have to apply to the government to get a special licence/excemption. This licence is only granted if they can demonstrate that they are in the process of establishing operations to process the ore. If I remember correctly there is 5 year window where this allowed. As far as I am aware GMC has not applied for a special licence/exemption.
