I don't see any of youse demanding that mining companies and the like pay dividends before they are making a profit. It makes no sense for them to be paying dividends - well surprise surprise.
A much more serious questions would be, are they on schedule, are they on budget, and how many people are really going to use their road ?
The real business case for this tunnel looks a lot better than the bogus tunnel to the airport.
If you want to complain about companies not paying dividends you should be getting stuck into the likes of Lihir.
