It helps if your desired USA business partner is a partner - having $20,856 in the bank and nearly $2M in unpaid bills for panels doesn't help.
I feel sorry for Westinghouse Solar - they have a unique product (for which their might be a significant market) and went the logical route to get it built in China. Unfortunately the US protectionists then argued for and got a 30% tariff put on those same panels when they were imported into the US even though they were build with US intellectual property.
