In my opinion, information may or may not leaked. Existing intos holder and new investor simply halt their on market purchase, thus reduce demand and the shareprice tank as result.
At 44c, there are plenty short term trader, who detect a down trend and sell.
IMO, BOD could offer SPP to every shareholder, which allow small holder to participate and not diluted.
But as WAF does not have a CFO and such accounting, doing so may take time and cost.
Anyway, it is only <20% diluted at not very bad price.
We will take off from here.
