Most Government organisations deploy a lower quality of personnel due to the low salaries. T1, after having worked in the Government environment for so long are well aware of this quality fact. One would expect that they would manage their engagement around this attribute of the market in which they deal. As one commenter in the STUFF.CO.NZ stated "TechOne is a notoriously difficult company to work with."
