They filled their cr when the market price was below, with relative ease, so there must have been some confidence to be able to cash in on the options later. 
They have also indicated they will be announcing more contracts at in the first quarter.
I am sure that the US shutdown may have slowed some negotiations, but they have started off the year well. If they come through with what they said I think they might start showing positive movements and positive management. We wont have long to find out. Considering how small they are I think they have actually been moving along at a good speed.
